The original sentence contains two ambiguities. First, the placement of the modifier only implies that the only legal action a physician can take is prescribing medicine, when the sentence really means to say that it is only physicians who can prescribe medicine. Second, the placement of the modifier protecting the public so close to medicines implies that the medicine, not the law, is intended to protect the public. Only (E) corrects both of these errors.
